What is rabies and why is it taken so seriously?

Rabies is a viral disease that attacks the nervous system. Once clinical symptoms appear, it is 100% fatal in animals and nearly 100% fatal in humans. There is no cure, no treatment, and no recovery. This is why governments worldwide mandate vaccination — it is the only defence.

The virus spreads through the saliva of an infected animal, typically through a bite. In the UAE, rabies exists in the wildlife population and in unvaccinated domestic animals. While urban exposure risk in Abu Dhabi is lower than in rural areas, the legal and medical case for vaccination is absolute.


What MOCCAE requires

The Ministry of Climate Change and Environment (MOCCAE) is the UAE authority that regulates animal health, pet ownership, and vaccination requirements.

For all cats in the UAE

  • Rabies vaccination is mandatory — no exceptions for indoor cats
  • First dose is given at 12 weeks of age (minimum), as part of the kitten vaccination series
  • Boosters are required on a schedule determined by the vaccine type used (annual or triennial)
  • Proof of rabies vaccination must be maintained in your cat's veterinary records

For pet registration

  • MOCCAE requires rabies vaccination for pet registration in the UAE
  • Your cat's vaccination record must be current at the time of registration
  • Microchipping is also required for dogs, and recommended for cats

For pet travel from the UAE

If you're planning to travel with your cat or relocate internationally, rabies documentation requirements are significantly more detailed:

  • Rabies vaccination must have been administered at least 21 days before travel (some countries require 30 days)
  • Many destination countries require a rabies titre test — a blood test proving adequate antibody levels
  • Titre test results must be from a MOCCAE-approved laboratory
  • Some countries (UK, EU, Australia, Japan, New Zealand) have specific waiting periods after the titre test before entry is permitted
  • An official MOCCAE health certificate is required for export

Which vaccine type?

There are two main rabies vaccine types used in the UAE:

  • 1-year vaccines — require annual boosters
  • 3-year vaccines — require boosters every 3 years after the initial 1-year booster

Rabies titre testing

A rabies titre test measures the level of rabies antibodies in your cat's blood. It confirms that the vaccination has produced adequate immunity.

When is a titre test needed?

  • Required by many countries for pet import — including the UK, EU member states, Australia, Japan, Singapore, and others
  • Required by some UAE municipalities for certain re-entry or import procedures
  • Recommended if there's any doubt about previous vaccination efficacy

How it works

  • Your cat receives a rabies vaccination (if not already current)
  • At least 30 days after vaccination, we draw a blood sample
  • The sample is sent to a MOCCAE-approved laboratory for analysis
  • Results typically take 2–4 weeks
  • A result of ≥0.5 IU/ml confirms adequate immunity

Planning ahead for travel

If you're planning to relocate or travel with your cat, start the rabies titre process at least 4–6 months before your intended travel date. Some countries impose waiting periods after the titre test (e.g., 3 months for Australia). Late planning is the #1 reason pet travel gets delayed.


Common misconceptions about rabies vaccination in the UAE

"My indoor cat doesn't need rabies vaccination."

Wrong. Rabies vaccination is a legal requirement regardless of indoor/outdoor status. Beyond the legal requirement, indoor cats escape, encounter wildlife on balconies, and can be exposed through a single unplanned interaction. The vaccine is your cat's only protection.

"Rabies doesn't exist in the UAE."

Incorrect. While urban Abu Dhabi has low rabies incidence, the virus is present in the UAE wildlife population. MOCCAE mandates vaccination precisely because the consequences of even one case are catastrophic.

"The rabies vaccine is dangerous for cats."

No. Modern rabies vaccines are among the safest veterinary vaccines available. Side effects are rare and typically limited to mild lethargy or slight soreness at the injection site for 24–48 hours. The risk of the disease is infinitely greater than the risk of the vaccine.

"I vaccinated my cat once — that's enough for life."

No. Rabies immunity wanes over time. Boosters are required to maintain protective antibody levels. The schedule (annual or triennial) depends on the vaccine used. Without boosters, your cat's protection may lapse — and their documentation becomes invalid for registration and travel.
